Grand Haven has a CDD (Community Development District) that provides amenities – tennis and pickleball courts, swimming pools, etc. – and pays for the the contruction, operation and maintenance of other infrastructure – such as the surfacing of roads, street lighting and other costs that are generally the responsibility of other local government bodies – such as the city of Palm Coast and Flagler County.
It collects assessments (taxes) from the owners of every residential lot. They are collected with property taxes each year.
The question is: because residents pay the CDD for these costs, Palm Coast and Flagler County do not have to provide any of the facilities that the CDD provides, should there be a reduction in property taxes for residents who also pay CDD fees/assessments?
Put another way: Residents of the C section of Palm Coast do not have to pay for roads in Grand Haven. Why do residents of Grand Haven have to pay for roads in the C section of Palm Coast?
For many years I have pondered the same question. Has anyone ever brought it forth to Flagler County and Palm Coast officials?
Once you have a CDD you are NOT entitled to any City services. We give up our rights to that. Next door the citizens of our neighbors PC Plantation chose NOT to be Incorporated and they pay far far less taxes and do NOT pay City of PC Taxes whatsoever. FACT! They do get city services. Which I have questioned on several occasions, Same holds true for the Hammock and the Barrier Island of those living in Island Estates etc. They DO not pay City of Palm Coast Taxes yet they have zip codes of 32137 and get City services. When I purchased in 1999 here in GH by my great informative Sales rep that was trained by the Builder/Developer Jim Cullis she even informed me that part of our non-advalorem taxes even cover the road of Colbert Lane which NO other community of this street ever paid or pays for. It is a puzzle. Net Net having a CDD which manages all Common Grounds means no City services covers any issues from a city perspective. Many residents get confused what is HOA vs CDD responsibilities. However, that is for another response. D
